School Board Hears Update On Core Curriculum Program

Development and implementation of the Manatee Core Curriculum program is in its fifth and final year.

With next year’s budget discussions and teacher contract negotiations working their way through the process, the Manatee County School Board dealt with less weightier issues Monday at its regular meeting. One agenda item was an update on the Manatee Core Curriculum project, a five-year examination and rewriting of the school district’s curriculum that started in 2006 for four subject areas: English language arts, mathematics, science and social studies. Linda Guilfoyle, leader of the Core Curriculum Team, told the board members with the aid of an animated slide show that last year the elementary and secondary school teacher design teams finalized the class unit overviews for reading, writing, mathematics, science, social studies and music …

School Board Votes To Suspend One Employee, Fire Another

One worker was suspended without pay for alleged insubordination and misconduct, and the other was fired for not reporting a possible child abuse incident.

After opening their meeting with the achievements of music students and National Merit Scholarship finalists Monday, the Manatee County School Board had to deal with two employee issues. On the agenda were the suspension of a teacher’s aid and the termination of a cafeteria manager. Scott Martin, staff attorney for the school district, outlined the allegations against Dareki Daniels-Youmans. Daniels-Youmans was issued a written reprimand for excessive absences and tardiness, Martin said. She also was insubordinate when she ignored the directives of the principal of Samoset Elementary School and the teacher she was assigned to assist, he said. According to a report to the school board, Daniels-Youmans missed 31.4 days of work during the …

School Board Agrees To Settle Suit For $55K

Student's parents sued in 2008 after they were not allowed to have a private psychologist evaluate their child during class time.

The Manatee County School District will pay $55,000 to settle a lawsuit with the parents of a developmentally disabled child after the school district voted Monday to approve the settlement. The suit, filed in 2008 by the parents of a then-11-year-old elementary student identified only as "L.H.," claimed the school board violated the Rehabilitation Act of 1973 and the Americans with Disabilities Act by not allowing a private psychologist to evaluate the child during class. The school district argued the psychologist was a "private vendor" who did not have a right to perform services on school district property, and that such an evaluation would be a disruption in the classroom. The information sought by the psychologist "could be provided …

School Budget Outlook: '2011-12 Looks Worse'

Budget review committee faces tough task of trying to balance the books with potential $15M shortfall.

Faced with a potential $10 million to $15 million shortfall for the upcoming school year, officials and community leaders Wednesday began to face the harsh reality of potential school district budget cuts. "It is going to be extremely difficult to change the course that we've been on," said School Board member Julie Aranibar, who chairs the 36-member budget review committee tasked with providing feedback and assisting in balancing the budget. The district has been caught in a three-year cycle of budget cuts, said Assistant Superintendent Jim Drake, with per-student funding decreasing in each of the past three years. Over the past two years, the district has cut $44 million from its operating budget, a trend Drake expects to continue. "2010…

School Choice Open Enrollment Begins Today

Parents can elect to send their children to another school for 2011-12.

The school choice open enrollment period for Manatee County opens Tuesday, the first day parents can apply to send their child to another school other than the one to which he or she is assigned for the 2011-2012 school year. The enrollment period, which lasts until Feb. 4, is the only time when parents can apply to have their child attend another school without giving a specific reason for the move, according to the Manatee School District. School choice applications are available at school sites, at the district's parent information center, or on the district website under the quick link titled "School Choice." School choice decisions may be of particular interest to parents of students moving from elementary to middle school, and from …

School District, Teachers At Impasse On Contracts

The district has requested the appointment of a special magistrate to resolve issues.

Manatee County schools and the teachers' union have reached an impasse on contract negotiations, the school district said Friday. The district and the Manatee Education Association had been engaged in the collective bargaining process for the 2010-2011 school year from June 28 to Jan. 5, according to a Friday news release, and some issues remain unsolved. The district said it declared impasse on Jan. 12 and does not desire to mediate. It has requested the appointment of a special magistrate. “Because we are in the midst of the budget process for the next school year, and we continue to face additional cuts in funding, time is of the essence to get these issues resolved,” said Darcy Hopko, assistant superintendent and chief negotiator for …

School District Responds To Bus Driver Complaints

Younger students are not to be dropped off alone at bus stops, district says, and pay issues will be resolved.

The Manatee School District on Tuesday sought to clear up confusion about guidelines for dropping young students off at bus stops and said it is working to correct a paycheck issue that has school bus drivers fuming. Kindergarten and first-grade students should not be dropped off if a parent or guardian is not waiting at the stop or if the driver feels uncomfortable about how the child will get home, the district said, contrary to a newsletter circulated last month by its transportation department. The district also said cases of missing back pay will be reviewed and should be rectified by Jan. 25, the next time paychecks are issued. School district spokeswoman Margi Nanney said Superintendent Tim McGonegal met with key staff Tuesday …

Disputed Drop-Off Procedure Puts Kids In Danger, Bus Drivers Say

Transportation newsletter says kindergartners, first-graders should be dropped off without parents present at bus stop, contrary to official policy.

Manatee County school bus drivers say a new procedure is forcing them to drop off children as young as kindergartners at bus stops even if a parent is not present, one of a host of issues raised by more than two-dozen drivers at Monday's school board meeting. Schools superintendent Tim McGonegal disputes the claim that such a policy was ever put in place, even though a December newsletter circulated by the district's transportation department says otherwise in a section titled "Policy Clarification." "Any student kindergarten through 12th grade can be dropped off at a stop without a parent or guardian present," the newsletter states. "It is the parent's responsibility to decide how they want their children to get to and from their assigned…

School Board Sets Goals, Braces For 'Tough' Budget Year

Board members outline their 2011 goals in the face of a continued budget crunch, then look ahead to 2020.

For Chairman Robert Gause, operating within a shrinking budget is the No. 1 goal for the Manatee County School Board in 2011. Reducing the district's dropout rate and improving its graduation rate are at the top of Vice Chair Harry Kinnan's list. And for Julie Aranibar, improving technical job training for Manatee students should be a primary focus. School Board members outlined their goals for the new year at Thursday's work session, taking into account budget shortfalls and pressures from state legislators. The Manatee district is already facing up to a $1.1 million fine for violating state class-size limits, which Superintendent Tim McGonegal said he plans to be compliant with in 2011-12. "This is a year when we're going to have to …
